The ANPA Annual General Meeting will be held at the Equestrian Centre, Ballarat Showgrounds, Victoria, on Saturday, July 19, at 3pm.
Agenda:
1. Reading of Minutes of 2024 AGM.
2. Matters Arising from 2024 AGM Minutes.
3. Report by the President.
4. Report by the Secretary.
5. Report by Treasurer and production of ANPA financial statement for 2024-25.
Appointment of Auditor. Dickinson’s Accountants, 2/3908 Pacific Highway Loganholme, Qld. Approved by Committee.
7. Reports by Ring Coordinator, Membership Coordinator and National Show Coordinator.
8. Appointment of Public Officer, Membership Coordinator, Ring Coordinator, Election Supervisor and National Show Coordinator.
9. Elections: Secretary (no nominees); Treasurer: Gary Browell, nominated by Frank Hayes, Seconded by Eddie Kloprogge. Queensland Committee: Matt Wyatt, nominated by Shayne Lau, seconded by Kurtis Wyatt. Charlie Zwoerner, nominated by Shayne Lau, seconded by Kurtis Wyatt. 13. Honorariums for Committee members: President: $350, Newsletter Editor: 3 x $300, Membership Coordinator: $500, Ring Coordinator $500, Secretary $1500, Treasurer $500; National Show Coordinator $300.
14. Other matters arising from the ANPA Committee meeting.
General Business:
1. Motion. Moved by Brad Turner on April 9 and supported by 10 committee members: To amend two clauses in the ANPA Constitution.
CURRENT CLAUSE
STATES
3a) For geographic and communications purposes ANPA shall be divided into branches basically following the boundaries of the states and territories. The Northern Territory to be included in South Australia and the ACT to New South Wales.
b) States and Territories shall have a minimum of fifteen (15) financial members to form a branch otherwise they will combine with the nearest other state.
c) If a state/territory attains a membership of not less than five (5) members, that state/territory can qualify for the independent election of one committee representative to serve on the committee in conjunction with the committee of the nearest other state that has fifteen (15) or more members.
PROPOSED AMENDMENT
3a) For geographic and communications purposes ANPA shall be divided into branches basically following the boundaries of the states and territories. The Northern Territory to be included in South Australia and the ACT to New South Wales.
b) States and Territories except Tasmania shall have a minimum of fifteen (15) financial members to form a branch otherwise they will combine with the nearest other state. Tasmania should have a minimum of ten (10) financial members to form a branch, and no less than fifteen (15) members to elect a second committee member.
c) Except for Tasmania, States and Territories which attain a minimum of five (5) and less than fifteen (15) members, can qualify for the independent election of one committee representative to serve on the committee in conjunction with the committee of the nearest other state that has fifteen (15) or more members."
RATIONALE:
This was discussed at the 2024 AGM because Matt Hay felt the current rule disadvantaged not only Tasmania, but also ANPA. The contention was that Tasmania is in a different situation to mainland states in terms of the increase or decrease in numbers of members, thus should be treated differently. He said the effect of the current clause was that ANPA lost the expertise and enthusiasm of a committed second committee member for that State, thus putting Tasmania and ANPA at a disadvantage.

16. ALTERATION TO RULES
a) An alteration to the rules comes into force at the time that the resolution is passed. This does not apply to an alteration to the name of the association which does not come into force until registered by CBS.
b) Any member who wishes to amend the Constitution must advise the Secretary in writing or via email of the proposed amendment/s at least 90 days prior to the Annual General Meeting. These proposals should also be signed by 10 financial members indicating their support for the proposed amendment/s. The Secretary will place the proposed amendment/s on the notice convening the Annual General Meeting. Such proposed amendment/s shall only be carried if it receives a two-thirds majority vote at that meeting, including proxy form voting.

RATIONALE: The need for proxy voting was eliminated from the Constitution last year, but this clause still contains a reference to it which needs to be removed for consistency.
I agree with proposed 3a and 3b. 3c should read "Except for Tasmania, States and Territories which attain a minimum of five (5) and less than fifteen (15) members, can qualify for the independent election of one committee representative to serve on the committee in conjunction with the committee of the nearest other state that has fifteen (15) or more members."
